Along with the rapid development of electronic-commerce as well as the issue of third-generation mobile phone licensees, the mobile electron payment has became a cake-among the competition of various bank's operators, which can maintain user's incensement and enable mobile phone to turn into the dominant means of payment. Facing competitive competitor's advantages in mobile business, Hunan telecom -as a traditional mobile operator, confronts unprecedented challenges for the reason of later start. But the deployment for electron payment is became the tendency.This paper analyses the inner and outer environment of the mobile electronic-payment business, as well as domestic and international operation experience or lessons. According to the current industry status of Hunan Telecom, we adopt the approach of SWOT to deeply analyze the competitive situation of Hunan. Furthermore, on the basis of SWOT, we propose operation strategy about mobile electronic payment business.This paper proposes a series practicable operation measures such as terminal manufacturer strategy, platform strategy, user strategy, merchant development strategy, technical strategy, customer development strategy and so on. At the same time, they depend on the support of user organization construction, human resources, enterprise culture and mechanism of industrial chain management to display the entire ideas of the mobile operators which can enable mobile electronic-payment to operate. For the similar enterprises, it also plays a conducting and guiding role in the routine management.Through the study of this paper, we clearly demonstrate the methods and directions of mobile electronic-payment operation which will implement in Hunan Telecom's next phase development. By absorbing the essence of SWOT, enhancing the advantage of the mobile electronic-payment and definitely adopting the strategy of reversed business growth, we can reverse the shortcoming of lacking mobile business experience and losing content resources. Aiming to the security system designed for the business of mobile electronic-payment, we can optimize the organization construction as well as enhance human resource management and enterprise culture which can improve the quality of mobile electronic-commerce's operations and security policy.
