Balance urban and rural development, is the inevitable solution under the new situation.The key of balance urban and rural development is to sharing the industrial co-ordination between urban and hierarchy propose rural areas.Tourism industry is considered to be the leading industry which has integrated benefits of economic, social, cultural, environmental and employment, tourism industry also has many advantages, such as, comprehensive,strongly correlative and labor-intensive industry,tourism industry can effectively accelerate economic development,increase job opportunities.Its economic multiplier effect is much higher than other industries, can directly promotethe development of several industries, the effect of boosting the economy of the urban and rural social is very clear. China is the largest, fastest growing, most potential tourismmarkets in the world.With its special effects and development opportunities, tourism should become an important engine to balance rural and urban development.Therefore, the study of tourism industry development under the rural-urban integration has far-reaching significance.The article is divided into two parts and six chapters.The first part is theoretical part. In the first and second chapter, expounded the research background,the research situation, the basic theory, the research methods and the research significance; analysised the effect and the mechanism of action of the tourism development in urban-rural integration,proposed the necessity for the Joint development of the Urban-rural tourism, constructed the pattern and mechanism of urban-rural interactive tourism development.The second part is about practice.Take the case of wushenqi, put the theory into practice. Chapterâ…¢analysised the present situation of wushneqi, Chapterâ…£combined tourism development with other industries,proposed framework for tourism development, including overall strategy, space structure and functional localization, tourism product planning, festivals and tourist routes design, tourism image plan.At last, pointed out the wushenqi tourism development's priorities under the rural-urban integration.Therefore, the research of this paper is to seek a kind of planning model to combine the urban and coordinating development with its tourism planning effectively,unify wushenqi's actual situation,and provide references for tourism industry development in wushenqi under the rural-urban integration.
