Study On The Sustainable Development Of Rural Tourism Based On The View Of Urban And Rural Integration

With the increase of urban pressure, the accumulation of mass tourism experience, and the ascension of living standards, the demand of returning to the countryside and releasing self of urban residents is more and more strong. Under this background, rural tourism is booming and becoming one of the important patterns of domestic tourism. And rural tourism has experienced spontaneous stage represented by early farmhouse enjoyment to scenic spot stage led by government or foreign capital. By reading literatures to know that rurality is the core attraction of rural tourism, which determines a nature connection between rural tourism and rural. Rural tourism has good function of economy, society and ecology, so it is widely thought to be an important endogenous power of rural to save increasingly depressed rural in Chinese, especially in promoting traditional rural reform, narrowing the gap between urban and rural. Because of the influence of internal and external factors, the sustainable of rural tourism has entered a bottleneck period, and it can not play a universal power to promote the development of rural. Instead, rural tourism may aggravate the country. But the research and solution of these problems need to across the pure research category of tourism, and obtain the support of relevant theory. However, urban-rural overall planning provides a new research perspective and development opportunity.Based on the present situation of increasing gap between urban and rural and the need of the fair development, the government puts forward the urban-rural overall planning which target is narrowing the gap between urban and rural, promoting harmonious development of urban and rural by urbanization and industrialization. Although urbanization and industrialization as the traditional external power of urban-rural overall planning promote the development of rural, it brings more hurt to rural, such as ecological degradation, environmental pollution, lost traditional culture and hollowing village and it can not fundamentally solve the problems of rural. So, urban-rural overall planning needs internal force to stimulate the recovery of economy and awakening of culture of rural. But traditional agriculture can not change the status quo of rural, rural tourism based on the rural resources provides a new kind of endogenous power for rural development. There is consistency in the development goals between rural tourism and urban-rural overall planning, so rural tourism can be one of important power in the urban-rural overall planning system.Through analyzing the relationship between urban-rural overall planning and rural tourism, the paper thinks that urban-rural overall planning can provide the necessary policy, legal, funding and theory support for solving the bottleneck problems, and promote upgrading of rural tourism. While rural tourism can provide more help for the system of urban-rural overall planning. First, rural tourism can effectively solve the ―three rural issues‖ by providing more job opportunities and more incomes for rural residents who can participate in operation and management of rural tourism directly or indirectly, promoting the structure adjustment of traditional agriculture, and the construction of new rural. Second, with the spatial agglomeration of rural tourism elements, traveling small town gains rapid development. Traveling small town not only is a carrier to rural tourism, but also offer concentrated and efficient service for traveler and local rural residents. The more importance is that traveling small town pays more attention to environment and differs from the model of traditional urbanization dominated by the industrialization. So, traveling small town conforms to the requirements of the new type of urbanization in China, and becomes a replacement of traditional urbanization and a choice of new urbanization.Therefore, urban-rural overall planning can promote the sustainable development of rural tourism, and as an important power, rural tourism can enrich the theories of urban-rural overall planning. As being in preliminary stage, rural tourism still exits a lot of problems in its sustainable development and affects the effects of overall planning. Taking Lijiashiwu village as an example, the paper carries out in-depth analysis of the case, and points that main factors influencing the sustainable development of rural tourism is cognitive deficiencies, the failure of community participation, the legal obstacles of rural land circulation, the lack of industrialization and so on. Based on the reflection of the case, the paper thinks that the researchers and developers need to indentify several key issues to ensure the sustainable development of rural tourism. The first question is rural residents should be the matrix subject of rural tourism, the second is rurality should be the core attraction of rural tourism, and the third is the essence of sustainable development of rural tourism should be the sustainable development of rural. On the basis of the cognition, the article puts forward the future way for the sustainable development of rural tourism. The first way is to pay attention to the urban-rural overall planning and rural tourism planning, the second is the guarantee of community participation, the third is to realize the change of government role, the forth is to promote the industry integration driven by the rural tourism, and the last is to perfect the institution of land circulation.With the progress and development of the society, rural tourism will be a normal way of leisure. This conforms to the trend of domestic tourism development that the traditional sightseeing tourism is changing to the depth of leisure tourism. Consequently rural tourism has a good prospect of development, and will play an important role in urban-rural overall planning to promote the healthy development of rural in China. And the paper points that the development direction of rural tourism in future is beautification of rural matrix environment, rapid development of traveling small town and integration development of rural tourism and rural. So, our country will can make the dream of the beautiful countryside, and on the contrary, the beautiful countryside will provide a timeless attraction for rural tourism.
