The Eleventh "Five-Year" Plan has points out:"Make effort to improve the income level of low income people, gradually expand the proportion of middle-income people and effectively regulate excessively high income. Standardizing the Personal order of income and distribution, alleviate the enlarging trend of different areas and society member's distribution income gap", Xinjiang plays an important strategic role in our country, While Xinjiang is a particular region in geography, which inhabited many minorities and one of the most poverty population provinces in China, Enlargement of income gap will initiated a set of complex social contradictions.While 1985-2007, the income gap between urban and rural areas in Xinjiang on the contribution of the total income gap rates in between 42-68%, contribution rate is rise year by year, the average value of 55.4%, exceed the income gap between rural and income gap within urban, started in 2000, The average contribution rate more than 60.48%, This indicates that the gap between urban and rural areas contribution to the total rate was increased in recent years. Therefore researching current the question of the income gap between urban and rural residents of the Xinjiang. To realization of Xinjiang's economic development and maintain stability in border areas, constructing harmonious society have very important realistic meaning. Xinjiang residents of the modest nature of the income gap carries for coordinated economic development and maintaining stability in border areas of the dual mission. Therefore, researching the question of the Xinjiang urban-rural income gap has a special significance.This paper research hopes to achieve four objectives:First, this paper analyzes the current status of the Xinjiang urban-rural income gap, find the key issues of the Xinjiang urban-rural income gap, revealed the changes in the law of the Xinjiang urban-rural income gap. Second, from the development of regional development, social stability, human capital accumulation and consumption frame of rural dweller four perspectives to analyze the possible influence of Xinjiang urban-rural income gap Third, from the rural-urban dual structure, financial system, income structure of rural residents, human capital investment and economic development perspectives to explore the underlying causes of the widening Xinjiang residents income gap.Fourth, Puts forward Suggestions the rationalization of Xinjiang urban-rural income gap, provide a reliable basis for scientific making decision to relevant departments.The full text is divided into five parts. The first part:Introduction. This part gives a commentary on the research related documents and introduce research background and implication, and show that innovative points and possible problems. The second part:The related concepts and theories of the urban-rural income gap. The three Part:Analyzes the current status of the Xinjiang urban-rural income gap, developing trend and possible influence. The forth Part:Study on the influence factors of the Xinjiang urban-rural income gap. On the basis of systematical description the influence factors of the Xinjiang urban-rural income gap, The using factor analys is method to determine the main factors impact of Xinjiang urban-rural income gap. The fifth Part:The main aim of this paper is to give some policy suggestions to reduce the Xinjiang urban-rural income gap. The sixth Part:the main conclusion and prospect.This paper considers that:Xinjiang has entered the disparity stage of urban-rural income gap; Xinjiang rural residents income structure single,urban-rural dual economic structure and urban-rural residents in the difference between human capital investment was the main reason to led Xinjiang urban-rural income gap; fully protect the rights of farmers, achieve the rights equality of the urban and rural residents was the fundamental measure rationalization to Xinjiang urban-rural income gap.
