A Research On The Influence Factors Of Gradually Narrowing The Income Gap Between Urban And Rural Areas And Moderate Control Policy

The income gap between urban and rural residents in Zhongshan City of Guangdong Since the reform and opening up,China economic and social development achievements,people's living standards have improved significantly,but due to the change of income distribution has not been perfect,the gap between urban and rural residents reached 3.3 times at the highest point in history,fluctuations in the range of 2.4-3.3,and showed a growing trend.The National Bureau of statistics released the Gini coefficient and the urban-rural income gap data reflect the income gap between urban and rural level has narrowed since 2009,but the income gap between urban and rural areas reduced to a relatively reasonable level "also need a longer period of time.The trend of the income gap between urban and rural residents in Guangdong province is basically the same as that of the whole country.The fluctuation range is between 2.4-3.15,and the trend is constantly expanding.In the last 20 years,the income gap between urban and rural residents in Zhongshan has fluctuated within the range of 1.5-2.1,and has shown a trend of gradual reduction.Why is the fluctuation range and the speed of narrowing the income gap between urban and rural areas in Zhongshan better than those in Guangdong and the whole country?The income gap between urban and rural areas is a tortuous process of fluctuation.Then,how much should the gap level be maintained within a wide range of fluctuations? How should we carry out moderate regulation? This is a question worthy of study.In the study of Zhongshan city gradually narrow the income gap between urban and rural areas,the evolution mechanism of evolution path,the main causes on the basis,to further explore the mechanism of the three factors,the economic structure of two yuan in urbanand rural income structure,urban and rural structure system to gradually narrow the income gap between urban and rural areas.Finally,according to the law of the circuitous fluctuation of urban-rural income gap,the reasonable fluctuation range is explained theoretically,and the policy suggestion of moderate regulation is put forward.The main conclusions of this paper are listed as follows:(1)From 1996 to 2016,the income gap between the urban and rural areas in Zhongshan City is relatively low,and the range of fluctuation is relatively small,which tends to fluctuate within the range of 1.5-2.1,much lower than the fluctuation range of the urban-rural income gap(2.5-3.3).The urban-rural income gap of the evolution of the Kuznets Inverted-U Curve presents obvious results with a gradual narrowing trend.(2)The evolution trend of income gap between urban and rural areas of Zhongshan city were Kuznets inverted U curve trajectory,consistent with two yuan of economic theory,income distribution theory,the internal mechanism revealed by institutional change theory etc..Structural change,economic development and income gap between urban and rural areas are narrowing,and there is a long-term interactive equilibrium relationship between the three.Economic structure,income structure and institutional structure are the important factors that affect the income gap between urban and rural areas in Zhongshan.Each factor affects the income gap between urban and rural areas gradually and has a path dependence.There are three main influencing paths:(1)from the urban and rural dual economic structure adjustment and the flow of factor resources allocation to the comparative labor productivity changes and the urban-rural income gap changes.(2)from the income distribution structure adjustment and the income structure change to the income gap changes.(3)from the development of the private economy and breaking the urban-rural dual economic structure to narrowing the urban-rural income gap.Economic structure,income structure and institutional structure is an important factor affecting the narrowing of income gap between urban and rural areas in Zhongshan.There is a long-term interaction and equilibrium relationship between them.There is a path dependence of the structural factors on the income gap between urban and rural areas.(3)The change of the dual economic structure in Zhongshan has an important influence on the income gap between urban and rural areas.The study shows that there is a long-term interactive equilibrium relationship between the urban-rural income gap,dual economic structure,level of economic development,economic openness,and the level of financial development,the level of industrialization,fixed asset investment in Zhongshan City.The dual economic structure exerts the greatest effect on narrowing the urban-rural income gap of Zhongshan city with a significant level of 1%.Meanwhile,the industrialization level has the largest effect on the widening of the urban-rural income gap with a significant level of 10%.(4)The income structure changes of urban and rural areas in Zhongshan have an important influence on the income gap between urban and rural areas.The current study shows that the urban-rural income structure has a significant impact on the urban-rural income gap in Zhongshan City.The income inequality between the urban and rural residents has a negative effect on the urban-rural income disparity with the coefficient significant at the level of 10%.The income inequality has a negative effect on the urban-rural income disparity with the coefficient significant at the level of 1%.The property income inequality has a negative effect on the income gap,but the result is not significant.The transferred income gap has a positive effect on the urban-rural income disparity the coefficient significant at the level of 1%.The narrowing of the wage income gap between urban and rural residents is the main factor for the gradual narrowing of the urban-rural income gap.(5)The institutional change in Zhongshan has an important influence on the narrowing of the income gap between urban and rural areas.Technology choice index,degree of development of private enterprises tend to expand the urban-rural income gap,the market belongs to the intervention results;the adjustment of industrial structure,administrative intervention policy tends to narrow the urban-rural income gap is the result of government intervention.According to the international practice and the reality of China,the reasonable fluctuation range of urban-rural income gap between 1.5-2.5 in theory is pointed out in this paper,and the necessity and feasibility of moderate regulation policy are pointed out.Basedon the current study,the author puts forward some countermeasures and suggestions from the top design and the concrete operation.Suggestions on where the top-level design aspects are: Regulation and control from the narrowing of urban and rural income gap to narrow the income gap and industry income gap changes;focus on solving the "urban and rural dual structure" and "urban dual structure" two problems.In the construction of the urban-rural income gap,should shif from government intervention to market regulation-based and supplemented by government intervention.
