| The Industrial Cluster is a prevalent phenomenon in today's regional economy. The development of the industrial cluster becomes the important way to raise the ability of a region's competition with the world's competition is seriously sharp. All of the world, includes our country, has put the cultivation and development the industrial cluster as the badly important work when they promoted the industrialization. Furthermore, the industrial cluster would propel the development and construction of the Economy & Technology Development Zone. Practice proves that a Economy & Technology Development Zone which has a fair circulation has formed the industrial cluster that has stronger competitive ability.In SETD, the textile industry, the green food industry and the chemical industry have formed the industrial cluster and have turned out to be the major textile, green food and chemical industry base in Xinjiang. Also, it has solid industrial fundamental and significant increase potential and the more and more obvious function that is to promote the economy in Shi Hezi or in XPCG (Xingjiang Production and Construction Group). Therefore, the purpose of this study is to know about the degree of the development and efforts and the outstanding problems and the suggestions to deal with the outstanding problems in the industrial cluster of SETD, while it helps to raise the competitive advantage of regional industries in practice, to promote the growth of regional economy and to impulse the coordinated development of the regional economy.On the basis of combining literature at home and abroad, the study stated the basic theory of the industrial cluster. Next, it described the current situation of the textile industry and the green food industry and the chemical industry of SETD. Then it used the degree of centralization and the location entropy and Gini-coeffict to calculate the degree of the industrial cluster. After that, the study measured the industry advantage valuation of the three industries. Following, the study analyzed the cluster efforts of industrial cluster of SETD from four aspects that was the external economies of scale, the innovation effort, the effect of regional branding and the competitive advantage. At last, it established the indicators system to evaluate the performance of SETD'industrial cluster. On these bases, it can be found that the prominent problems in the development of SETD'industrial cluster. And the countermeasures and suggestions can be put forward that how to further promote the development of SETD'industrial cluster.From the analysis, the following conclusions can be drawed:(1) The industrial cluster in SETD'textile, the green food and chemical industry had had to take shape. (2) The three industries all have a comparaitive advantages, showing a very high degree of aggregation, clustering effect highlight, and to promote the regional economic growth they all have great role. (3) The following problems have existed, which was found in the development of SETD'industrial cluster:it was low that the level of industrial cluster's performance and the level of industrial development; competitions increased among the enterprises in the industrial cluster, and cooperations lacked among them; the Products with low scientific technological content and the enterprises weak independent innovation capacity; lacking of management and technical personnel. (4) Point an the above problems, the study put forward the following the countermeasures and suggestions:the industrial clusters ought to orderly developed and the level of the industrial clusters' performance ought to be improved; an effective mechanism of competition and cooperation should be established; the capability of independent innovation in any enterprises should be enhanced; the cluster's cultural environment that means "Honest and trustworthy" should be shaped; the cultivation and introduction of talents should be taken seriously and Human resource development should be strengthened. |
