Industrial clusters is an important phenomena in the world industrial development after 20 century,and now it has become the main stream of world economy. Therefore, the research of model and the formulation of strategies about the developing industrial clusters play an important role in the development of country and regional economies. Yueyang economic development zone play an role of point man and test fiele in the process propeling new type industrialzation of Yueyang. Its industrial clusters must take the lead to realize both good and quick development. Which strategies Yueyang economic development zone should adopt and which policies and measure they should make in developing industrial clusters are the main contents of this papers.This paper firstly introduces the development history of theory about industrial clusters and the latest research achievement at home and abroad. Second ,it learn each expriences about development industrial clusters of high-tech campus in Zhongguan village and industrial campus in Changsha,utilize the theory about analysis frame on industrial clusters, analyse the state-of-the-art of industrial clusters in Yueyang economic development zone and raise the strategies and counter measures about it.Yueyang economic development zone has initially formed industrial clusters on certain scale, but there exists some questions ,that is, its assembling degree is low , industrial chain is imcomplete and the ability to create on its own is weak. Therefore, we should construct well policial environment,build infrastructure with great exertion ,nurture market system, build development flat to push development of industrial clusters. The development of industrial clusters in economic development zone should make the focal points stand out and make clear objective . At present, its focal point is to develop such six industrial clusters as modern manufacturing , electronic information , bioengineering , new material , foodstuffs and modern logistics, and construct six small industrial clusters into one big industrial clusters of "six chains unification". The industrial clusters in Yueyang economic development zone should be builded into possess pretty impact and competitive forces in South central region, so as to drive and promote the fully development of economics in Yueyang.
