Off-site supervision is the basic approach that regulatory authority adopts in banking supervision and management of financial institutions, which has a series of merits such as warning, comprehensiveness and continuity and so on. From the track of Western developed country's banking supervision, especially in the context of 2008 financial crisis, on-site supervision measures are gradually substituted by off-site supervision. Risk regulation becomes the mainstream-monitoring concept gradually, which is advocated by Off-site supervision. In the context of international finance turmoil and the development of Chinese banking industry, we also retrospect the history of the development of Chinese banking industry and analyze the situation of banking industry, thus revealing the adversity of off-site banking supervision.With the development of global financial industry, there are new trends in the world's financial supervision. Only through in-depth understanding of these new trends, can we grasp the future development of China's financial regulatory reform direction. By displaying new thoughts and practice of Off-site supervision in developed countries, we can know exactly where we are and explore possible future direction of development for banking supervision theory and practice. At the same time, we can conclude the weakness of off-site supervision in Xiaogan and make a exploring research. Combining the theory and development situation of Xiaogan banking supervision practice, using of modern financial Management theory,retrospecting banking development history of Xiaogan,we can make comparisons, by which we can learn a lot of sophisticated banking supervision practice and contribute some advisable suggestions to xiaogan banking industry off-cite supervision.
