Research On The Interaction Between Provincial Planning And Urban Development In The Perspective Of Operating City

Provincial Games is the top event of all provinces in China. And with increasing expansionand deepening commercialization, Provincial Games has undergone profound changes in bothconnotation and denotation. Provincial Games has been a complicated system combined withbusiness, culture, entertainment and competition, etc. and participated by bodies as audiences,media, supporters and organizers and so on, instead of a athletic activity participated only byathletes and referees. It is of great significance for the development of sports in every province,and even our country to hold the Provincial Games well. Therefore, it is very essential to carryout relevant researches on Provincial Games, study its influence on host cities and sum upexperiences and regular patterns.Currently, a number of scholars studied the impact of the Provincial Games on the hostcity’s development, and have achieved fruitful results. However, study on the interactivedevelopment between Provincial Games and the host city from city management perspective isinsufficient. Taking Jining City, host of The23rd Shandong Provincial Games, as an example,this essay will investigate and analyze the interaction between preparation of Provincial Gamesand the host city’s development from city management perspective through document literature,expert interviews, field visits, questionnaire method, and draw the following conclusions:1. Preparation for The23rd Shandong Provincial Games has promoted the urbanization ofJining City, improved sports consumption of residents in Jining, and optimized urban capital,resources and assets to a certain extent.2. Preparation for Provincial Games from "city management" perspective can formdiversified financing model in the host city to attract abundant funds for urban construction, anda diversified venue management model to promote urban services and development of urbanintangible assets, and thus, advance sports and economy of the host city forward. But newchallenges have also been brought to city development, as it has become the key to the successof the Provincial Games to promote sustainable urban development, and transformation ofgovernment management.3. From "city management" perspective, the geographical features and cultural diversity ofthe host city can facilitate the diversification and popularity of Provincial Games and play acatalytic role in the development of Provincial Games in its connotation. Besides, spatial layout,economic level and the foundation of mass sports in host city can also be a constrain to thepreparation of Provincial Games.Then this essay gives some advices on the above problems:1. The host city should take this opportunity of holding Provincial Games to develop andintroduce relevant laws and regulations, enhance the development of environment, transportation and other projects on livelihood support, enhance supervision, and strengthen infrastructure.2. During the organization of Provincial Games, the host city should intensify economicmacro-control to guarantee the life of residents. Also the host city should introduce and trainvenue management personnel, develop a reasonable and feasible management pattern, andinnovate management methods to ensure the vigorous development of public sports activities.3. The host city should develop a reasonable city management model and improve thespatial layout of the city by taking advantage of favorable factors Provincial Games and makingrational use of urban land, to develop the urban economy.4. The host city should introduce advanced financing and management mode changinggovernment-based financing and management model, and increase publicity of Provincial Gamesto attract external financing and weaken the government’s dominant position.
