Government procurement is the public sectors, including state organs, socialgroups, as well as collective units of various social organizations, use the fiscal fundsfor the purchase of goods, labor and services, in order to ensure its normal operationbehavior. The initial purpose of the government procurement is in order to meet thepublic sector to carry out the day-to-day administrative activities. However, with theexpansion of the scope and scale of government procurement, governmentprocurement function has been not limited to this. According to governmentprocurement, the government can achieve the multiple purpose of economic growth、the optimization and upgrading of industrial structure and macro-economic regulation.To fulfill the promise of accession to the WTO to open its governmentprocurement market, China formally submitted the WTO an application to join theGPA in2007, and officially launched the negotiation procedure. After years of arduousnegotiations, China has not yet been able to offer a list which can be agreed withWTO, but the country’s efforts to open the government procurement market is worthyof recognition.It is conducive to open government procurement market to improve the marketeconomy, reduce rent-seeking and corruption, and optimize the management offinancial expenditure. However, as the constraints on the behavior of governmentprocurement, Government procurement system in developed countries has developedmore than200years,and has formed a complete set of specifications and stringentlaws and regulations. China’s large-scale government procurement carried out later,the government procurement system is lagging behind, and did not form an effectiveconstraint specification system. In addition, Chinese enterprises have long been underthe protection of the government, whether they can withstand the impact isquestionable. In this context, the opening up of government procurement market iscoexisted of opportunities and challenges.This article is divided into five chapters. The first chapter is an introduction toexplain the background and significance of the research, the research status at homeand abroad, the ideas and methods, and the innovation and inadequate in this article.The second chapter describes the theoretical basis of the study subjects, and will bedivided into two parts, that is, government procurement, government procurementsystem. Chapter III describes the origin and status quo of China and GPA. The fourthchapter is the core part of this paper, mainly using the game theory and theestablishment of the evaluation index system. The impact to China’s economicdevelopment will be studied from both positive and negative side. Chapter5isrecommendations and the conclusion. On the basis of the analysis of the previoustext, I will make my own policy recommendations.
