A Research Based On Equalization Of Basic Public Service On Intergovernmental Routine Power And Financial Power

The contemporary China is undergoing extensive and profound transformation. This brings us unprecedented social problem. In order to shift economic structure and adjust social structure better, the Party Central Committee has drawn up a grand blueprint of building a harmonious society. Equalization of basic public service at the national level is one of the nine goals of building a harmonious society. We fail to satisfy the agent requirement of basic public service because of the irrational allocation between intergovernmental routine power and financial power. This is unfavorable to realize the equalization of basic public service and build a harmonious society. Therefore we need to study the relationship between intergovernmental routine power and financial power, with a desire to demarcate intergovernmental routine power at different levels, divide intergovernmental financial power rationally, reform the system for fiscal transfer payments, and so on. So, we can ensure the system whereby both the central and local governments have financial resources proportionate to their duties and responsibilities to improve the equalization of basic public service.Combination of comparative analysis, normative analysis and positive analysis was used in this paper. This article proceeded from theory of social public need and theory of distribution of routine power and financial power, analyzed the current condition in the relationship between intergovernmental routine power and financial power, discovered the existing problems , with reference to international experiences, put forward proposals to improve the distribution of intergovernmental routine power and financial power ,such as, straightening out the relationship between the government and market , deepening the reform of finance system , demarcating intergovernmental routine power and financial power, establishing scientific, normal and sound system for transfer and payments, building system to make a scientific performance evaluation of government expenditure, and so on. The aim of this article was to put forward proposals on the reformation of the current irrational relationship between intergovernmental routine power and financial power in China. Therefore we can straighten out the relationship, narrow down the difference between town and countryside and the gap between regions, realize the equalization of basic public service at the national level, to speed the progress of building harmonious society.
