The State Council promulgated" "Twelfth Five " plan of energy development" in 2012, which proposed the concept of basic public services equalization on energy firstly, pointed out one of the key tasks of " Twelfth Five " period in China’s on energy is implementing energy livelihood projects to promote basic public services equalization in urban and rural, proposed the goal of achieving electrified rate of 100% in 2015. Chinese electric power universal services, as a public policy is led by the government, undertook by the power companies, designed to protect the remote areas and low-income urban throngs (recipients) to share basic electricity needs at generally acceptable price, it is the basis and an important section of basic public services equalization on energy. The implement of electric power universal service can provide basic electricity for recipients, which has an important impact on improving life quality of recipients and narrowing the energy-using gap between urban and rural residents. Moreover, China’s electricity universal service is still in its infancy with a lower level, there are no clear implementation goal and standard in the following phase.This paper proposed phased implementary goals of electric power universal service based on the connotation and achieving path of basic public services equalization on energy, analyzed them one by one based on the recipients’welfare analysis. Specific studies are divided into the following four sections:Part one proposed the phased implementary goals of electric power universal service after expounding the standards and achieve path of basic public services equalization on energy systematically:The first phase-solving residents’ electricity-using problem; the second phase-insuring recipients’basic electricity need; the third phase-narrowing electricity-using gap between urban and rural residents.Part two provided theoretical foundation for the establishment of implementary criterion via analyzing recipients’welfare. This paper divided recipients’welfare into objective welfare and subjective welfare in accordance with the theories of welfare measure, and they can be portrayed by power consumption and utility respectively. Based on the field research data of one certain county, Yunnan province, this paper analyzed distribution and extent of that the effect of income on objective welfare via the quantile regression; carried out quantitative analysis and examples calculations to subjective welfare according to expected utility theory.Part three proposed the "target electricity consumption" concept of electric power universal services based on Amartya·Sen’s "capabilities" theory and made it to be the implementary criterion of second phase, conducted empirical analysis based on the research in one county of Yunnan province via multiple regression analysis. Finally this paper calculated the "target electricity consumption"Part four conducted qualitative analysis of the economic continuity of electric power universal service, based on revealing the relationship of the income gap and electricity consumption gap of urban-rural residents under the dual economic structure, this paper demonstrated that improving the level of electric power universal service has an effect on improving China’s dual economic structure and narrowing the income gap between urban and rural residents by narrowing the electricity-consuming gap.
