Research On Basic Public Service Equalization From The View Of Public Finance

Fujian is steping into a new stage of accelerating the transformation of economic development ways and extensive development. Economic development ways have gradually changed from Pursuing the objects of total quantity of economy and speed of economic development to increasing both total economic quantity and quality and people sharing benefit equally. Promoting the extensive development is not for in developing economy and accumulating wealth, but for improving people’s living conditions and index of happiness continually. Advancing basic public service equalization, is not only the urgent desire of the people, but also a necessary demand of Fujian economic transformation and development ways changed.In the socialism market economy, the major duty of government is safeguarding fairness and the justice in society and providing citizens with basic and secure public products and service, which decided money input is from public finance in the course of advancing basic public service equalization. On the basis of understanding connotation of basic public service equalization and according to main measures to basic public service equalization by fiscal support, the article conducted an assessment on development level of basic public service during National Eleventh Five-Year in Fujian. In the article, the main restrictive factors which influenced basic public service equalization were also analysed and some effective suggestions of establishing the basic public service equalization system in Fujian was puted forward from the view of public finance.
