West China rich in energy resources, not only coal, oil, natural gas reserves occupying a higher proportion in the country, but also hydro, wind, solar, biomass and other new energy having development outlook. Western energy development potential provide a good smooth resources and support to construct of the western. The western region's energy resources have its own endowment good, but mainly in the coal-based energy structure, leading to the western areas of high consumption of inefficient methods of energy consumption and serious environmental pollution problems. The western region is not conducive to the sustainable development of economy and environment. Therefore, the western region to optimize the energy structure is necessary.In this paper, drawing on the energy structure optimization to adjust the previous theoretical study, based on the actual situation of their own from the west, starting from the point of view of energy costs, it analyzes the energy structure of the western region and the characteristics of the existing energy structure and lack of comprehensive energy costs through a variety of comparison and to minimize investment costs and the environment for multi-objective minimum cost multi-objective decision making for the western region to optimize the energy structure, in this based on the optimization of energy structure in the west to make a few suggestions.Innovation of this paper is to optimize the energy structure analysis of the innovation. First of all, it is the first time to propose the concept of comprehensive cost of energy. Known as the cost of ignoring the environmental impact factors were added, integrated production costs than the cost of a more comprehensive description of the energy in the development and utilization of the value of the whole process. This paper compares the western region of the overall costs of various energy sources, and then from a cost point of view of the advantages of the western region of energy and direction of change in the energy mix. Secondly, we use a multi-objective decision theory, established a minimum investment of energy and environmental costs of energy minimum for multi-objective multi-objective decision model, in the west on the basis of the existing energy structure by linear programming method to forecast 2020 west areas to achieve multiple objectives of energy structure.In this paper, the actual situation of the west to promote environmentally sustainable economic and social development as the guiding ideology, the methods of analysis in the paper are: analogy, causal analysis, linear regression analysis, situation analysis and forecast of the combination, quantitative analysis combination method and qualitative analysis, mathematical model to predict the combination method and scenario analysis. From the cost point of view of the lack of western regions, the existing energy structure for analysis, optimization of energy structure of the objectives, tasks, and policy recommendations on the optimal adjustment of energy structure of the western region has certain practical significance.
