Resources in the western region are abundant, on the basis of which energy intensive industries play an important role in the economic development. While the poor resource allocation efficiency, low technical progress and scale production slow down the development of western region. In recent years, government-owned companies are key roles among industry transfer through form of investment and restructure, which can be a good chance for the western industries to promote their structure. In the way of investment and restructure helps to break the current situation of energy intensive industries as low industrial concentration and small industrial scale, improving resource utilization and poor economic benefits.This article adopts the method of combining qualitative analysis with quantitative analysis to study through multi-angles, and select the steel industry to make empirical analysis. This paper consists of seven parts. Firstly, it introduces the background, significance and difficulties of the topic. Then it goes to relative theories of industrial organization structure and industrial transfer. Thirdly, it will introduce the status of strategic cooperation between the western region and central enterprises on the basis of history. The fourth part is to define energy intensive industries and study on present situation of industrial organization structure of intensive industries. Fifthly, it points out the measurement criteria of such industrial structure and sets the goal of optimization. The part six is selecting steel industry as an example to study the influence of government-owned companies transferring on local structure through quantitative analysis. Finally, it will come to a conclusion on the basis of qualitative analysis and quantitative analysis and draw suggestions of transfer.
