Researching The Resource Distribution Way Of Ppp Projects In Cooperation Relationship

PPP, the public-private partnerships, as a new mode of project finance, through effectively integrating the advantages of government departments and the private sectors, applied to the construction and operational management activities of public projects, improve the construction level and operational efficiency of public projects.PPP refers to a cooperative mode between the public departments and private investors, and the purpose of cooperation not only for sharing risk and finance, in essence, to meet their resource requirements. The resource distribution runs through the entire process of PPP projects, directly influence the cooperation relationship. Therefore, try best to do the work of resource distribution, and strengthen the management is particularly important.This paper based on the comparative analysis of the planned allocation and market allocation and the cost theory, research the necessity of adopting the planned and market allocation in PPP projects, and indicate the feasibility of cooperation between government and enterprises. By analyzing the finance modes, including single investment by the government (take Chongqing Olympic Sports Center as an example) and BOT, pointing that the advantages of PPP projects in the course of resource distribution; and then analyze three major elements in resource distribution system of PPP projects, including allocation subjects (government, private investors and the project company), allocation objects (human, material, financial and information resource) and allocation way (cooperation), discovering PPP finance model can reduce the finance pressure of government, and solve the problem of asymmetric existed in BOT. Meanwhile, in the knowledge and information age, the key is to allocate information resource,.In view of this, this paper will construct the cooperative resource distribution way taking the information sharing as the core. The cooperative resource distribution way taking the information sharing as the core includes the cooperation between government and enterprises, but also among the enterprises; includes the macro-field organizations and microstructure; includes planned and autonomous configuration. Information sharing platform bases on the information and network technology, involves four sub-systems: data transmission system, information value-added system, back office system and information inquiring and using system, through that can achieve effective allocation of finance, human, material and information, and finally obtains the rational distribution of project resource.
