Resulting in loss of land that farmers in the survival of the most fundamental basis of important resources to settle down and the only low-cost way of life and also not have any rights and protection, can not share the fruits of urbanization, it is difficult to enjoy the city development Benefits.Urbanization appears not only to the landless peasants farmers own survival and development, but also to the farmers and the socialist system of government and effective recognition. If not properly solved, will certainly affect the process of urbanization and the social stability and development. In addition, "the State Council on Deepening Reform and Tightening Land Management's decision"is also clearly mentioned the need to improve the land acquisition process, improve the land acquisition compensation is the land of farmers to maintain proper arrangements to ensure that the existing standard of living of peasants landless peasants and to the long-term Livelihoods are protected.In view of this, the paper selected as the sampling sites in Kunming , the city of landless peasants in the process of resettlement compensation policies and models for research and exploration. First, the introduction of domestic and overseas aboutc resettlement and compensation related tothe theoretical basis and research results, as the original theoretical framework;Then, through questionnaires and home interviews with Kunming in different regions, different types of landless peasants source of income before and after the change of land acquisition, changes in spending, after losing employment and landless peasants and other aspects of the development of the situation analysis, Analysis based on the combination of the existing mode of resettlement compensation and policy analysis for the current process of urbanization in Kunming in the resettlement of landless peasants there compensation for deficiencies and shortcomings; Again, from the part of land compensation and resettlement the empirical analysis. Turn on the resettlement of landless peasants, the existing land compensation policy and the satisfaction with life after losing the expression of the will and wishes of choice. Set related variables modeling, will affect the placement of landless peasants were selected and analyzed; Fourth,based on the questionnaire analysis and empirical analysis, to combine the actual situation with Kunming, the system of the existing problems on resettlement and compensation farmers ideas and theories which have been confirmed or proven to be consistent with the basic psychological experience of landless peasants in Kunming. And the actual situation and to make these views consistent, theories based on empirical analysis of policy implications and the land requisition system in Kunming reference to the reform, finally put forward a sound related resettlement compensation policy measures.Innovation of this paper is: nowadays,existing landless farmers research related literature theory, most of the land requisition compensation and resettlement policy case studies were conducted in economically developed areas, the economically underdeveloped areas and other areas, such as Kunming, compensation of land acquisition and resettlement should be further strengthened. In fact, the economically underdeveloped areas of land acquisition and resettlement compensation of the problem is more serious, the local government more generally the phenomenon of low compensation, the situation of landless peasants and more difficult. Local conditions in these areas to develop the land requisition compensation and other resettlement model should be more urgent.Therefore, this article seeks land acquisition and resettlement compensation in light of local conditions on the mode of exploration, developed for an effective mode of landless peasants in Kunming. In addition, the paper proposed land acquisition and non-welfare nonprofit land compensation according to market principles into the new Kunming, among the land expropriation system, but it is still clear that the government strictly regulated by law within the public land, with the ultimate powers of land expropriation law .
