Study On The New Urbanization Land Requisition And Resettlement System And Compensation Scheme Of Jinnan District In Tianjin

With the acceleration of the process of urbanization in China,the scale of land expropriation is also expanding.In the process of land expropriation,how to protect the land rights and interests of farmers,balance the relationship between the various interest subjects,and ensure the smooth implementation of land expropriation and relocation,is to maintain the healthy development of China's economy and social harmony and stability of an important task.The root cause of the prominent contradiction in land expropriation and resettlement is the unreasonable land expropriation system and compensation and resettlement policy.Therefore,to study the land expropriation and resettlement system and compensation,it is of great theoretical and practical value to explore the establishment of a long-term compensation mechanism to protect the legitimate rights and interests of land-lost farmers.In this paper,through the analysis of Jinnan District from the original single project land acquisition to the regional land acquisition mode change under the new urbanization,the conclusion is drawn.the concrete research contents and conclusions are as follows:(1)To study the land expropriation and removal system in the process of land expropriation in Jinnan district of Tianjin,analyzes the problems existing in the existing land acquisition and demolition system,such as the vague definition of land acquisition purpose,the lack of content of land acquisition system,and the lack of supervision in the process of land acquisition and demolition procedures.From the perspective of new institutional economics,this paper explains the four reasonable aspects of the new urbanization land acquisition and demolition system in Jinnan District,including the restriction of power,reasonable compensation,the protection of farmers' rights and interests in the later period,and the strengthening of administrative supervision.(2)Based on the stakeholder theory,we analyze the stakeholders,their demands and conflicts of interests in the process of land requisition and demolition in Jinnan District,and probes into the causes of the conflicts.Through a case study of the resettlement house land acquisition and relocation project in Gegu town,Jinnan district,we obtain the causes of interest conflicts among various stakeholders and give some enlightenment to the development of resettlement and compensation policies in Jinnan district.We also analyze the innovative points of setting compensation mechanism in land expropriation and removal in new-type urbanization in Jinnandistrict.(3)Taking Jiawo Modern Agricultural Park project in Jinnan district as an example,we study the compensation scheme of land expropriation and relocation for the new urbanization construction in Jinnan district,and through analyzing the interest demands of the non-relocated households,we draw a conclusion that the compensation policy is unreasonable,finally,some suggestions on the optimization of compensation and resettlement are given.(4)In the light of the connotation requirements of new town urbanization,the provisions of land expropriation policies and systems,and the experience of the actual land expropriation and resettlement in Jinnan district,the concrete operational level of land expropriation and resettlement,we put forward some countermeasures and suggestions from the following aspects: the formulation of compensation standards and programs for land expropriation,the procedures for land expropriation,the later security of land-expropriated peasants,the emphasis on publicity and the guidance of public opinion.
