Since 1992,when it was invented, BSC-balanced scorecard has turned out be a strategically administrative tool from a normal performance evaluation means, and been widely used all over the world.In 21st century, strategically administrative thoughts of corporations have been perfected continuously in practice, and formed a system combining strategical programming and practice. And BSC-balanced scorecard is a very powerful tool to accelerate strategies to be carried out. The economic situation and money market are in rapid and instantaneous change since the worldwide financial crisis. On the one hand, clients are having higher requirements of banks; On the other hand, a lot of foreign-owned banks enter China, so competitions between banks are becoming more and more fierce .These are all challenging Chinese commercial banks'survival and development, and the traditional management and administrative pattern can't satisfy these banks. They must use advanced administrative system, if these banks want to have their own competitive advantage. Based on all these mentioned above, BSC-balanced scorecard will be used in the strategical implement of bank C on the base of its practical situation.This essay begins with BSC-balanced scorecard's invention, development, character and some other basic theoretical system, studies on the base of some strategical practice related theory, and explain that BSC-balanced scorecard can effectively assure the implement of a corporative strategy. On the base of analysis of C bank's strategy and BSC applicability, this essay turns C bank's strategic goal into all kinds of key performance index, and builds a strategic map to combine the corporation's strategy and operation. Then it designs a C bank's BSC strategic and operative system. It also mentions what should be noticed when BSC system is used in the C bank strategic operation. Besides, it analyses and studies the BSC's operative system .This is not only meaningful to C bank and also to other banks. At last, it makes some advices to the perfection of this system, and expectation of BSC operation system.
