In the modern economic society of high globalization, information and hi-tech, in order to survival and develop, the enterprise must be equipped with the strategy. What puzzled the enterprise is how to make the strategy object come true, and how to make the strategy operation. However, according to analysis of the strategic management, we can found that: the dislocations of strategy development and strategy implementation cumber the enterprise's strategy implementation, affect strategic management results. Balance Scorecard (BSC) just is a method that can solve the obstacle of enterprise's strategy implementation.BSC has elapsed since more than 10 years, it has been greatly developed both from the development of theory and practice applications. BSC has been an effective tool box as a performance appraisal tool and the enterprise' strategic implementation in recent years. The main reason is its ability to decrease the gap between strategy development and strategy implementation, and can clarify strategy more efficiency in firm so that turn the strategy into the every one's daily job. In the term, the enterprise's performance that has applied the BSC successfully more excellent than the opponent who has not applied BSC. So I choose BSC as the research object, and hope this thesis can offer the reference to those enterprises that intend to use BSC.This thesis is divided into dive parts. First part introduces the background and significance of research, the current situation of home and abroad, the train of thought and content, the innovation and difficulty of research. Second part is the theoretical principle of this thesis. This part introduces the theory of strategy implementation and BSC, introduce the obstacle of strategy implementation, introduce the method of strategy implementation based on the BSC, and introduce the Relative merits of BSC, in the last.The third part begins to discuss the application of BSC, explicate the preparation work and step of the system of strategy implementation composition, introduce the factors and problem that must be attended, design the General template of strategy map and BSC The fourth part design the evaluation index system of the strategy implementation effect , introduce the method of the data analysis and processes the computation of evaluation index target weight. In the last, evaluate the strategy implementation effect use the integrative method of evaluation. The fifth part concretely discourse that how to use the BSC to implement the strategy of coal enterprise and how to evaluate the strategy implementation effect. The sixth part is the summary of this thesis introduce the main conclusion and problem that need to resolve in the future.
