The general development of industrial cluster draws attention of the foreign and domestic experts and scholars, who consider that the industrial clusters help to improve the competitiveness of regional industry and promote regional economic development. At present, the industrial cluster research has become an important research subject of the regional economics and industrial economics. In China, research on industrial clusters is still in the initial phase, and in particular the use of model on the industry cluster competitiveness is relatively little.The development of industrial clusters has entered a period of rapid development and transition, and how to enhance competitiveness of industrial clusters is most concerned about. In this situation, the promotion of quantitative analysis, a complete and feasible set of evaluation index system, the study of industrial cluster development monitoring and evaluation, and the supply of policy basis for industrial cluster development, has a strong practical significance."Shoes capital of China"has been included in the"three states one capital"(Wenzhou, Guangzhou, Quanzhou, Chengdu), and has a certain degree of representativeness and important position in the industry, so this paper select the"Chinese shoes capital"as study object of the industry cluster competitiveness. In this paper, I start with the statue of domestic and foreign dynamic of the competitiveness of industrial clusters. In the analysis and comparison of GEM model and the diamond model, which is the most influential model all over the world, then I select GEM model to evaluate the competitiveness of industrial clusters. With the method of quantitative analysis, qualitative analysis, questionnaire survey of experts, business rate method and AHP, I build GEM model to evaluate quantitatively the competitiveness of industrial clusters. To demonstrate the scientific and objective study, on basis of quantitative evaluation of the GEM model, and combined with my field research, I qualitatively evaluate the results of the GEM model, and finally contrapuntally propose an effective strategy to further enhance the competition of industry clusters.This paper is divided into the following five chapters, and the main content and structure as follows: Chapter One Introduction. I described the background of the topic, and the practical significance of the study. I introduced methods, content and framework of research, and summarized the innovations and shortcomings of research. Chapter Two Research review of industrial cluster competitiveness theory. I combed three opinions about the meaning of industrial cluster competitiveness, and conducted a simple review. In addition, I had a research review on domestic and foreign industrial cluster competitiveness theory. In addition, the competitiveness of domestic industry cluster theory are reviewed. Chapter Three conduct of GEM model. First of all, I had an introduction in detail on the current study methods of industry cluster competitiveness; and then an overview of the GEM model, specific to factors and model compilation procedures. Second, I compared GEM model to the diamond model, two of which are the most influential models all over the world, and pointed out that the GEM model is preferred to the diamond model in analysis of industrial cluster competitiveness. Finally, the construction of index system, from the principles, the concrete structure, and AHP, I gave the statement of index system. The fourth chapter, study of the case of "Chinese shoes capital" competitiveness. I took "Chinese shoes capital" for example, outlining the development process and current status of "Chinese shoes capital", using GEM model to evaluate "Chinese shoes capital" competitiveness. For the result of model evaluation, I had qualitative and quantitative analysis and discussion, and then pointed out the advantages and disadvantages of "China shoes capital" development. Chapter Five to advance the transition of "China shoes capital" and further enhance its competitiveness. For the results of qualitative and quantitative analysis, I proposed the basic idea and development method of advancing the " China shoes capital" transition and competitiveness.
