Institute of Economic Research in the U.S has pointed out that the financial crisis may be gradually weakened at least until 2010, but with the arrival of the knowledge economy era and more intense financial market competition, human resources has been increasing an effective tool to gain competitive advantage. Bank's human resources management is an organic system, and performance management occupies a central position in the organic system and play an important role, and achieve a good docking with human resources management system in the other modules .Scientific and reasonable performance management system has great strategic significance to attract and retain qualified personnel, to achieve employee performance improvement and to improve enterprise's core competitive.In this paper, we used questionnaire to investigate the grass-roots workers performance management implementation on the state-owned commercial banks, and then get the status quo and existing problems of grass-roots employee performance management system. The statistical results of the survey show that: in the state-owned commercial banks, the grass-roots employee performance management goal-setting, performance appraisal methods, performance counseling, performance feedback, performance results application and performance improvement have certain shortcomings which eventually led to poor staff performance and low overall performance rise. Through investigation we also found that employee's self-learning ability is fortissimo, which provided favorable conditions for BSC.Through mature experience in domestic and foreign banks and problems found that grass-roots employee performance management system in state-owned commercial banks, this paper proposed corresponding solutions: combining the BSC and performance management system, through re-releasing balanced scorecard sub-card questionnaire to set out the four dimensions of the BSC and the weight of 20 indicators, and designed BSC-based grass-roots employee performance management system of state-owned commercial banks by integrating MBO and KPI theory. Through an example of application in Xinji to further validate the system's rationality and science.
