Chinese government has issued many policies to encourage andstimulate China's economic development.China's state-owned enterprises,private enterprises are in this critical period.They all want to improve their core competitiveness by seizing policy opportunities.In the process of developing their own power,all kinds of enterprises realize that human resources play an important role in the survival and development of enterprises.Not only do all kinds of enterprises realize the importance of human resources to themselves,but also the country has realized it too.At the 17~thh National Congress of the CPC,it put forward the strategic plan of building a strong human resources country,and put forward the requirement of entering the ranks of a strong of the state and enterprises to talents,enterprises begin to improve their employees'work engagement,improve their work performance,and obtain greater benefits from them.However,the research on this subject is unsatisfactory.Especially in today's China's market economy system,the problems reflected by state-owned enterprises are more serious,such as the serious seniority-based phenomenon in the system of state-owned enterprises,the unobstructed promotion channels,the deep-rooted thought of“equalitarianism”and“a stable,lifelong job”,which makes the work enthusiasm of employees declined.WZS Enterprise is a state-owned enterprise,whose businessinvolves people's livelihood services.Some problems encountered by WZS state-owned enterprises in their management process are closely related to the low work engagement of their employees.Especially,the low work input of grass-rootss employees directly affects the daily operation and future development of WZS state-owned enterprises.This phenomenon not only affects the development of the enterprise,but also is not conducive to the management of human resources.This paper takes WZS state-owned enterprises as the object of this study,by putting forward the analysis framework of influencing factors of work engagement,case interviews and other methods,makes a comprehensive analysis of the work engagement of grass-roots employees in state-owned enterprises.Firstly,this paper introduces the business situation and development status of WZS state-owned enterprises,investigates the department distribution and structural characteristics of grass-roots employees,and make in-depth analysis from seven aspects:gender,marital,age,educational background,length of work in WZS Enterprise,title,monthly salary and so on,and obtains the characteristics of grass-roots employees in WZS state-owned enterprises.Through relevant questionnaires survey and case interviews,we can understand the current situation of grass-roots employee's work engagement in state-owned enterprises,then,under the framework of work engagement influencing factors analysis,based on three basic theories,the factors affecting work engagement of grass-roots employees in state-owned enterprises are analyzed.Finally,it puts forward reasonable and feasible improvement suggestions,so as to improve the work input of grass-roots employees,realize the efficient management of human resources in the state-owned enterprises,and further enhance the core competitiveness of the state-owned enterprises,and enhance the profitability of the state-owned enterprises.This study has a certain reference significant for the improvement of the work engagement of grass-roots employees in WZS state-owned enterprises and also provides some reference for the improvement of the work engagement of grass-roots employees in other state-owned enterprises.
