Research On The Model Of The New Rural Construction Under The Cooperation Of Government And Enterprises

Most countries way to "industry nurturing agriculture and cities boosting countries" after their economic development in the process of industrialization, China is no exception. Along with the process of rapid urbanization, China has faced the lost of agricultural population and the shrink of rural society; within this context, China was active to the construction of new socialist countryside. Making a general survey of the examples of the construction of new socialist countryside both in and out of China, we can find that there is no well-established or fixed mode. But most countries gave priority to the development of the secondary or tertiary industry, and then support agriculture and improve the housing conditions and the standard of living of the peasants.This paper puts forward a new model of the construction of new socialist countryside carried out by the cooperation of the government departments and enterprise units, "model of cooperation of government and enterprises" for short. The model means the government plays a leading role, enterprises participate, residents play as volunteers, and the market promote. This paper analysis the supporting conditions of the model of the cooperation of government and enterprises based on the example of the construction of new socialist countryside in the Boquan farm at the west-east lake district of Wuhan. The objective of the construction of new socialist countryside under the model of the cooperation of government and enterprises is: realize the optimization of policy environment for enterprises, scale industry development and the maximization of economic benefit by the investment, development and operation of the construction of new socialist countryside of enterprises with the government playing as a leading role, reaches the end goal of tripartite satisfactory of the government, peasants and enterprises.On this base, this paper takes the planning of the construction of new socialist countryside of the Boquan farm as an example to expound the rights and liabilities of the main part of the Boquan farm, land management model and the choice of the transition model of the management system of the farm under the model of the cooperation of government and enterprises. This paper also puts forward strategies in the development of modern agriculture and ecotourism and the construction of new-type rural communities. Also, the model of the cooperation of government and enterprises asks for special condition of application, so this paper puts forward the distributive conditions, strategies of the government and enterprise conditions which need for the popularization of this model, so as to providing guidance for other districts.The paper is divided into six chapters. Chapter one is introduction: introducing the background, object, significance, contents, framework and the methods of the research; Chapter two reviews the relevant examples at home and abroad; Chapter three analyses the supporting conditions of the model of the cooperation of government and enterprises base on the example of the Boquan farm; Chapter four expounds the main part of the construction of new socialist countryside and the choice of land management model under the model of the cooperation of government and enterprises; Chapter five puts forward strategies for the movement and combination of villages in the Boquan farm under the model of the cooperation of government and enterprises; Chapter six formulates the industry development planning under the model of the cooperation of government and enterprises; Chapter seven is conclusion and discussion.
