Study On The Ability Of Independent Innovation Of The Large & Medium-sized Industrial Enterprises In Hebei Province

The independent innovation ability is the organic synthesis of capabilities in order to enhance their development, achieve sustained competitive advantage, integrate and use any innovation resources aboard and domestic positively in the process of the market competition. The industrial enterprises, especially large and medium-sized industrial enterprises, are the main body of the national independent innovation. Their independent innovation ability, are relate not only to their own survival and development, but also to the overall quality of the national economy and the increasing international competitiveness.We can find a phenomenon throughout the research literature on enterprises independent innovation in recent years. The study most focuses on building and analyzing evaluation indexes. The methods most used are Analytic Hierarchy Process and Fuzzy Cluster Analysis etc. However, there are some shortcomings of these methods. For example, there is too much subjectivity in index weight setting, the computation is complexity etc. To minimize the above shortcomings, this paper used Catastrophe Progression Method (CPM) to evaluate the independent innovation ability of large and medium-sized industrial enterprises throughout the state. The CPM does not use the weight of indicators, only considers the relative importance of each index. It reduces the subjectivity without losing the science and rationality and its calculation is very simple.The paper analyzes the status of independent innovation of large and medium-sized industrial enterprises in Hebei Province from the vertical and horizontal aspects. On the basis of the comprehensive and objective analysis, it builds an index system and evaluates the independent innovation ability of large and medium-sized industrial enterprises of 29 provinces using CPM. It draws an innovation map according to the first scale index and Hebei is located in areaⅠwhich ability is poor. It also draws an input-output scatter plot according to the second scale indexes and Hebei is located in area G which means low-input and low-output. Overall, the independent innovation ability of large and medium-sized industrial enterprises in Hebei Province is very poor.The paper uses CPM to evaluate the independent innovation ability and draws innovation map and input-output scatter plot innovatively.
