In today’s world, technological innovation activities has become an important engineof economic growth,and is also the primary way to enhance the core competitiveness ofenterprises. Business began to realize that their competitive advantage no longer comesfrom possession and configuration of resources, but that possession and development ofknowledge, science and technology, high-tech content of intangible assets and intellectualassets. The ability of technological innovation has become a decisive force in the economicand social development.Large and medium-sized industrial enterprises are the backbone ofthe construction of a regional economy, and also the main force of technologicalinnovation.We study the technological innovation capability of large and medium-sizedindustrial enterprises in Jiangsu Province, to explore a way to speed up the promotion oftechnological innovation capability of large and medium-sized industrial enterprises injiangsu province, it will have practical significance to promote the optimization of theindustrial structure to maintain the smooth operation of the economy, and to promote theprovince’s economic development.In this paper, we started with the theoretical research, we made a collection andanalysis of a large number of theory and research home and abroad about technologyinnovation concept, technological innovation process model, the technical innovationability connotation and technological innovation ability evaluation. On the basis oftheoretical research, we designed the evaluation index system of technological innovationcapability of large and medium-sized industrial enterprises, it included four level indicatorswhich were support capability of technical innovation, investment capacity of technicalinnovation, implementation capacity of technical innovation and output capacity. Theselevel indicators are divided into twenty secondary indicators. We also established theevaluation model of Grey Relational Analysis based on entropy weight. We used entropy method as a basic method, supplemented by the Delphi method to determine the evaluationindex weight system. We also analyzed the theoretical basis, the principle, and the buildingprocess of the evaluation model of Grey Relational Analysis.Then we did comprehensive evaluation of technological innovation capability of largeand medium-sized industrial enterprises in Jiangsu Province in2009-2011data of easternten provinces for reference, concluded and summarized the problems highlighted. Theevaluation results show that the technological innovation capability of large andmedium-sized industrial enterprises in Jiangsu Province is at the middle lever, and theweakest parts are the quality of the technical staff, equipment levels and invention patentapplications.In this paper, we also carried case studies on two typical enterprises. We visited andsurveyed the two benchmarking enterprise, and evaluated their technological innovationcapability, to provide an example for other large and medium-sized industrial enterprises inJiangsu Province.Finally, we put forward a series of feasible countermeasures, so as to providereference ideas to improve technological innovation ability of large and medium-sizedindustrial enterprise.
