Tourism industry clustering development has been an important research topic of region's overall development for a long time, Many regions of the county are implementing the clustering strategy of region tourism actively. The tourism resources of Qinhuangdao are unique and the space of its geographical distribution is adjacent, so Qinhuangdao has unique advantage in clustering development of tourism industry. How to change the existing advantages into sustainable competitiveness is the focus of tourism industry research of Qinhuangdao. The main purpose of this study is to analysis the status of tourism industry clustering of Qinhuangdao by the measure of agglomeration, then propose appropriate countermeasures of industry clustering. The main researches of this paper are as follows:Firstly, make a detail discrimination of the concept between industry agglomeration and industry cluster, explain the tourism industry agglomeration clearly from many views of theoretical point. Make a clear objective of this study, make sure that this paper proposes industry cluster governance on the basis of the analysis of the agglomeration.Secondly, analysis the status of agglomeration of tourism industry in Qinhuangdao from the aspects of tourism resources, hotels, travel agencies, tourist transport, brand infrastructure construction which is to promote the agglomeration of tourism industry, summarize the characteristics of tourism industry agglomeration.Thirdly, measure the extent of agglomeration of tourism industry in Qinhuangdao by industry concentration, location quotient, E-G concentration index, analysis the factors which affect the extent of agglomeration, and provide strategies to adjust it. Judge the situation of exchanges and cooperation among tourism enterprises through the questionnaire survey, get the conclusion that there has not yet formed but has the basis of tourism industry clusters, Need governance of clustering to improve the continue competitiveness of tourism industry.Finally, based on the previous study, put forward the strategy of management of tourism industry cluster from spatial distribution, business management, and government policies.
