The problem of urban poverty attracts more and more attention with the process of economic institution transfer, the adjustment of industry structure and the transform of distribution. To solve this problem, money and material should be supplied, what' s more important is to lessen and finally release the marginalization of the disadvantaged people and help them to be reunited to society, and thus the harmony and justice of society could be realized efficiently.Whereas the researches on this aspect in the field of social security lay particular stress on concepts and theories, and lack researches on specific practical models. This article selects "Public Service Collectives" from the micro angel of view as research object and acquires abundant data and vivid material through the method of documents research, participant observation, structured interview and questionnaire. From the micro-aspect, the article evaluates the function of PSC and analyzes difficulties and barriers faced by PSC in order to help PSC find way out, put these suggestions into decision-making practice and provide reference for communities in other cities. Form the macro-aspect, this article discusses the tropism and future trend of social welfare in our country and enriches both practice and theory study of social policy.The theory frame of this article is based on welfare pluralism and corporatist model in post-welfare era, which claims to solve social security problems with diversified methods and use social support networks to help the poor and disadvantaged groups.Based on this, the article summarizes certain aspects of PSC including the character, the objectives and the methods of PSC and selects PSC in Ganjingzi neighborhood as particular case to analyze its organization structure, traits of its members, training and participating mechanism, distribution and income-exempt process.
