| The electric universal service, as one of basic public services provided by the government, is characterized by its consistency and universality during a given period of time and in certain areas, however, the recipients will, with different incomes, cultural and educational backgrounds as well as living habits, benefit differently from the electric universal service. As to implement of a valid policy, A method to calculate the beneficiaries’social welfare of the electric universal service, is therefore needed.This paper focuses two major topics:first, research on the social welfare of the electric universal service concerning the beneficiary’s subjective and objective welfare; second, research on the governmental obligations in the equalization of the electric public service.This paper briefly reviews the development of welfare economics in association with the connotation of electric universal service. Based on theories of the Arrow’s Impossibility Theorem, classical social welfare functions and subjective factors in social welfare, the social welfare of electric universal service concerning the beneficiary’s subjective and objective welfare has been functioned. It is noted that ultimatum experiment is adopted to calculate the fairness indexes of4groups classified by their respective education background, with which the total social welfare is quantified.Additionally, this paper researches on the implementation mechanism of the equalization of electric public service to function the supply of electric public service integrated with4variables including the economic development, the proportion of governmental revenue in the economy, the preference of the government to electric public service and the efficiency of the government to supply the electric public service, with which the paper quantitatively analyzes the obligations of the government in the the equalization of electric public service. In the end, some constructive proposals are given. |
