In the light of the definition and theory of the hi-tech industrial cluster as well as the knowledge of China's hi-tech industrial development zone; the essay focuses on the theory and application of hi-tech industrial cluster. There are any differences between location of traditional industry and Hi-tech industry. Although some advantages in space, government policies or industry foundation may lead to hi-tech industrial cluster in any area, these factors can not sustain regional hi-tech industrial cluster in the long run. What they need is the ability of technique innovation and research development, and the two is based on quality of human resource. There are two ways to acquire good professionals, one is to draw on the talented persons from another place, the other is to train the native talented persons, In a short time, the former way is more efficient. Some studies show that floating of professionals is more frequently between on hi-tech industrial bases, and the floating of professionals is following some rules. The floating of professionals will influence hi-tech industrial cluster very much, these factors can be seen in the development of IT industry both in Nanjing and Suzhou. The future of hi-tech industrial in the two cities depends much on their regional personnel policy. Taking rational personnel policy will be a propel force to sustain the development of regional hi-tech industrial.
