| In the modern society of high development of knowledge economy and information technology, high-tech industries are a symbol of comprehensive strength and competitiveness of a area. Every country gives high attention to it. Industrial clusters, as a kind of important economic organization phenomenon, have played a more and more important role in the development of current economy. It has become the new poles of regional economic development with its great innovation ability and economic radiation ability. Academic thought hi-tech industrial cluster formed by hi-tech industries is the development direction of the future, and will become the important driving force. A mass of research indicate that high-tech industry cluster has important practical significance in high-tech development.Since 1983 China has set up 53 high-tech development zones gradually, these high-tech zones have played a significant role in driving technology progress and regional economic development. As one of them, Chengdu high-tech zones has formed the electronic information,biological medicine industry and precision machinery industry as its leading industries. Reseaching on the development pattern of Chengdu high-tech zones and improving the level of Chengdu high-tech zones can realize the regional economic development, meanwhile improving the radiation,demonstration and leading role. This paper based on the study of the theory of industrial clusters and combined of Chengdu high-tech industry cluster, then put forward the development status of system analysis:Firstly the paper expounds two theoretical basis , and then review industrial cluster theory and economic zone theory. This part analyses the existing contact between them and the importance for the development of cluster in details. Secondly, this paper summarizes the development of Chengdu hi-tech zones and the construction of the enterprise. Then this part analyses the advantage factors from multidimentionals perspective, the present situation of three industries and six clusters, development conditions and characteristics of the cluster. Using the segal expanded model establishes for the hi-tech production function to gather degree elements of quantitative analysis. The result shows that labor and capital investment can improve the hi-tech zones greatly. Finally this paper put forward general strategy to improve the hi-tech cluster: strengthen professional division within the cluster, promoting industrial links, providing comprehensive infrastructure, finding out the key factors of industrial cluster, promoting intermediary organizations,cultivating the support system of industrial cluster development, building the regional brand to enhance attraction and influence of the cluster, using the global perspective to view of hi-tech zones. |
