Research On Development Of Hi-tech Industrial Park Based On Industrial Cluster

Eestablishing Science Park is a common way adopted by many countries in the world to promote high technology transformation, to develop high technology industry, and to improve regional technological and innovative ability. China also has set up 53 nation-grade and hundreds of province-grade hi-tech industrial parks. Through 20-year development, hi-tech industrial parks have achieved a rapid progress in economy. However, the traditional development mode mainly depends on district factors and favorable policies, as a result, being short of production relation among the enterprises gathering in the parks, it increasingly appears weak competitive power and sustaining developing ability.The article researches the development of hi-tech industrial parks from view of industrial cluster with the content of three parts. The first part is the theory base. Through summarizing of hi-tech industrial park theory and industrial cluster theory, the article finds theories development skeleton and the intersection of the two theories. And then, it summarizes the connotation, characters and advantages of industrial cluster. The second part is the development of hi-tech industrial park based on industrial cluster theory. Through sourcing the relationship between industrial cluster and hi-tech industrial park, the article guides industrial cluster theory to the development of hi-tech industrial park, and brings forward a developing mode based on industrial cluster. Like a biological community, industrial cluster also has life cycle, having different characters in different seedtime, which is helpful for hi-tech industrial parks to take suitable measurement according to different phase. The third part does deep research on development of hi-tech industrial park based industrial cluster, it separately expounds the breeding, growing, and upgrading of industrial cluster in hi-tech industrial parks, and finally it chooses a representative hi-tech industrial park-- Beijing Z-park as a demonstration.The main conclusions of the article are as follows: First, hi-tech industrial park is an important carrier of industrial cluster, and industrial cluster is an important way for industrial park to carry out sustaining development. China hi-tech industrial park can adopt developing mode of industrial cluster to carry out intensive growth; Second, hi-tech industrial cluster has lifecycle including forming, growth, maturity, declining, and rebirth stage, different stage has different characters and rules, the local government should take suitable developing measurements. Third, the key element influence cluster's forming is resources including natural resource, labor resource, social resource, economic resource and knowledge resource. In order to bring forth industrial cluster, hi-tech should construct good environment and make industrial plan and space plan. The fourth, the basic drive during the development of industrial cluster is cluster innovation. Hi-tech industrial cluster should build up RIS from the sides of innovation resource, innovation main bodies and innovation flat to increase innovation ability. The fifth, the way of industrial cluster's upgrading is becoming a part of GVC, through study and innovation to carry out upgrading.
