The concept of TPL (third party logistics) spread into China, and gained attention from every field in the middle of 1990s. Developing through these several years, TPL began to hold the scale already in China, and showed the tendency of continuous development. And due to the large logistics market in our country, numbers of third party logistics companies sprang up in over a decade. Among which run-by-the-local-people logistics companies are developing the fastest. However, the run-by-the-local-people logistics companies in our country are still very backward in strategic research and facilities in academe.This article will firstly introduce the concepts of third party logistics and the development situation of domestic. Then Starting from national condition, this paper studies the competition behavior of TPL enterprises from the run-by-the-local-people logistics companies' view in four kind of market conditions, by introducing the game theory model, based on analysis of market environment, TPL demand, supply condition, the run-by-the-local-people logistics companies and competition structure of TPL market respectively, and aims to provides theoretical foundation and directive function for competition and strategy positioning of run-by-the-local-people TPL enterprise.For the development strategy of the run-by-the-local-people third party logistics companies is the research aim of this article and with related theories of enterprise strategy, aiming at the characteristics of domestic run-by-the-local-people enterprises, it has further discussed the strategic choice for the run-by-the-local-people enterprises to develop third party logistics in 6 fields include market orientation, management level orientation, core competition orientation, dominant area orientation, logistics alliance orientation and employee training mode orientation.
