Shandong Agricultural Products Exports To Deal With Technical Barriers To Strategy Research

Along with the global development of economics and the establishment of the World Trade Organization (WTO), the technical barriers to trade (TBT) has become the major tool used by developed countries to protect trade. The trade of farm products, as the focus on multi-lateral negotiation in WTO , is one of the most affected fields by TBT. As WTO official data reveal, the relevant TBT to farm products has become the keystone on every countries bulletin presently. The quantity of farm products export is very high in Shandong province ,which is one forth to the total amount of farm products to export in China, Because of the influence of TBT,the loss is very much in the trade of farm products export in Shandong ,It brought definite negative influence to the economy. As to the reasons ,the character,the developing trend,the influence and the countermeasures of TBT to the exportation of farm products in Shandong province, none has researched them in detailscompletely,systemicly,particularly. Owing to the actuality of implementation and development of TBT to farm products , It is very necessary to research the TBT to farm products export , to make effective policy and measures , to research and use technical means , to lead and help enterprises to reply TBT ; It is necessary to research the methods to construct our own TBT , to adopt reasonable technical measures and to protect the national market and the national industries.Based on the above-mentioned background and following the thought route of theoretic analysis, demonstration analysis and countermeasures investigation, this article studied the TBT to farm products in Shandong province as follows: 1. Based on the defining of TBT, the character and form of expression was also expatiated. 2. Based on the studying of basic complexion of the farm products export in Shandong province, the reasons, the trend and the influence to the export trade of farm products were analyzed. 3. The policy of the TBT to the main markets of the farm products export in Shandong province was studied and analyzed, The countermeasures of enterprises and the assurance policy was introduced.
