New Century Revitalization Of The Application Of Countermeasures In Northern Jiangsu

This article gave a brief review on the economic development of Subei, the Northern Jiangsu province, after China's reform and opening-up, and the disparity between the North and South regions of Jiangsu province. After analyzing the significance of its development, through connecting regional economics theory and the experience on foreign undeveloped region's economic growth in the world with the Subei's fact, the author brought up six factors that affected Northern Jiangsu's economic development, which includes: the system, media, market, capital, human resources and the way of economic growth. Many valuable advantages of Northern Jiangsu have also been stated, namely, the advantage of its resources, its location, its policy and innovation, etc.Just like all the other things in the world, the development of Subei is the co-function of both internal and external factors. The author brought up his suggestions respectively. First is to discover the power of growth internally, to greatly develop the private economy and encourage the growth of local entrepreneurs, to speed up the process of industrial management of agriculture and to promote the development of urban and rural economies in a unified way. Second is to establish the system of endogenous economic growth, including new learning system, absorbing and innovation systems. Third is to take full advantage of external power, to take the golden opportunity of development, to take full advantage of the Sunan helping Subei's policy and all kinds of opportunity to increase the intellectual capital.Some new ideas have also been brought up in this article. The author practically analyzed the reason of the Subei economy's low-speed growth, found Subei's after-effect superiority and brought up suggestions both internally and externally.The author fully believes that through the endeavor of the jiangsu's government and the people, the prosperity of the Northern Jiangsu province would be realized in the near future, which is going to contribute to Jiangsu's industrialization, modernization and xiaokang society's achievement.
