All social economic activities are made by participants in the activities. To improve the social and economic activities running efficiency, we must study to mobilize the enthusism of the people power mechanism. This article through the cadre education training work practice thorough carding and summarized, especially for the current fiscal cadres training work of the basic situation and management situation of comprehensive analysis of the system, it is concluded that Guangxi financial cadre education training work endogenous underpowered conclusion. In the cadre education training endogenous dynamic connotation characteristics and development based on the analysis of the present situation, the cadre training endogenous underpowered performance due to training motivation not pure learning goals from lack of the phenomenon common training quality is low training discipline is bad and on six aspects,and then from inside the two perspective to explore the cadre training endogenous power shortage of internal cause and external including:the internal cause includes main body status of cadres, inadequate understanding of endogenous power construction don't pay attention to strengthen endogenous power means to strengthen the external constraint utilitarian thinking training in five aspects; teachers' quality is not good results appeared to five aspects. In order to solve the problem of shortage of endogenous power, the author puts forward the ascension of the cadre training endogenous power train of thought and principle, and from the training manager and financial cadre own two perspective, puts forward to strengthen the construction of endogenous power main measures. The author thinks that must let cadres from satisfy the interest demand to realize experience culture to solve problems in five aspects such as cultivating and strengthening cadre training endogenous power; from training management point of view, the author proposes to strengthen the public opinion propaganda from optimizing the training content strengthen incentive innovation training forms to strengthen the construction of style of study in five aspects such as strengthening cadre training endogenous power construction.
