The development of service industry plays a more and more important role in the economy of Shanghai. As part of service industry, shipping service industry has become a hot topic. Meanwhile, in the construction of Shanghai Shipping Center, the Yangshan deep port is one half and the shipping service, logistics, financial and others like is another half. In recent years, industrial clusters are developing rapidly all over the world and have made great contributions to the regional and national economy, which makes itself fall into the hot researching topic of many subjects. This dissertation will make a trial use of the theory of industrial clusters into shipping service industry, through which hoping to conclude some useful and applicable visions on the shipping service industry in Shanghai. First a short overview of the theory of industrial clusters is provided and its suitability to the shipping service industry and the relevant exited research is also discussed. Then after a detail description of the concept, characteristics and constitution of shipping service industry, this paper gives a deep discussion on the development mechanism of shipping service industry cluster including its formation, stability and competitiveness. GEM model and a series of indexes are used to compare the competitiveness of five shipping service industry clusters (Hong Kong, Singapore, Pusan, Kaohsiung, and Shanghai). Furthermore, a break down description about the status quo, advantages and conditions of Shanghai shipping service industry is given. Together with analysis in both theory and practice, the paper points out the direction of the development of Shanghai shipping service industry and elaborates the shipping company and government's status and roles in the development of Shanghai shipping service industry. In view to making this paper in line with the matter of fact at best, the paper uses both theoretical and practical, both qualitative and quantitative methods, hoping to provide some guidance for the development of the shipping service industry in Shanghai.
