The transformation from an institute organization to an enterprise is a great change to the institute, which requires the institute to reengineer itself to respond to the changes. One of those is the reengineering of its existing organization structure .There are a lot of factors to affect the design of the enterprise organization structure. How to analyze the factors that influence the reengineering of the institute organization structure considering fully the actuality of the institute , and how to design an organization structure to meet the immanent requirement of the enterprise- oriented institute is a big task for the successfully development of the institute.Following the direction of the organization basic theory and the its method , this paper makes a number of analysis and research to a lot of matters such as the management models and the evolution of the institute organization structure both in China and abroad, the comparison on the tasks and functions between the research-oriented institute and the new market-oriented institute, the internal and external factors affecting the enterprise organization structure, and the immanent requirement for a certain organization structure of the enterprise transformed from an institute. Based on those research,some key points to the reengineering of the organization structure are put forward in this paper. Based on the general research result to common institute, the author has studied the case of Drilling Technology Institute of Xin Jiang Petroleum Administration Bureau and designed its organization structure reengineering scheme. It includes two main parts, one is a flat organization structure system and another is a building scheme of work teams or groups that are the income and profit maker of the institute standing in the substrate of the organization. The basic thought of function organization, matrix organization and process organization design methods have been used as references. A special method of job analysis and post management for the technical employee is build up and the management of posts is strengthened. The new organization structure system scheme has been put into operation in the institute and proved to work well.
