With the rapid change of environment and customer's demands, traditional function-oriented organizations show many kinds of shortcomings, which results that it doesn't own the adaptability and agility which is important to the organization development, the formation of process-oriented organizations solves the dilemma.After discussing the necessity of function-oriented organization being replaced by process-oriented organization, this dissertation reviews every organization theory making use of three-level performance system model, and explicates the levels and factors which are focused on by every organization theory in the performance system model, then points out that the introduction of BPR and BPI theory realizes the change of view point from function angle to process angle which is put into effect during organization designing. After that this dissertation makes a rigid classification for process and business process, then clarifies the object of "process" in "process-oriented organization" basing on the classification, so makes clear the process which are referred for structure model setting up and reform of process-oriented organization.Then grounding on the two dimensions of tasks normative degree and tasks analyzable degree as well as the time for which the fundamental structure unit can exist, this dissertation classifies the fundamental structure units of into process-oriented organization into permanent process team, temporary process team, permanent process director and temporary process director, and basing on the briskness degree of resource collocating makes a deeper classification of permanent process team into still permanent process team and active permanent process team. Then basing on all possible collocation of all sorts of tasks with different features, this dissertation points out that the transition from function-oriented organization to process-oriented organization is not a process which is portioned but a continuum, thus the organization can have the process-oriented features and the function-oriented features at the same time. After that taking the process-oriented organization which is based on permanent process team as the pure process-oriented organization, after clarifying the application conditions of this kind of organization, this dissertation set up two organization structure models which are based on still permanent process team and active permanent process team, then compare these two models in the factors they contain. More over, this dissertation compares the difference of process-oriented degree between the organization based on permanent process team, the organization basedon process director and all sorts of function-oriented organization, and points out that the development of process-oriented degree is a continuum.After that this dissertation compares the performance management system between process-oriented organization and function-oriented organization, and analyses the classification of all sorts performance measurement indexes which are used for process-oriented organization, then basing on the similarity between the type of performance measurement indexes and the factors in the balanced scorecard, this dissertation studies the application of balanced scorecard in the performance measurement of process team.At last, basing on the partitioning of origination reform periods, this dissertation clarifies the range of reform periods which are studied in this article, then studies the principles of process-based reform, the selecting of reform methods and the enforcing of the process-based reform.
