As the increase of international trade's importance on world economics and each nation's GDP, the war between tariff barrier and non-tariff barrier is also increasingly fierce. The depth and breadth of China's joining international trade is increasing, as a result, trade frictions occur frequently .Since joining WTO in 2002, China suffers a series of industrial injury which need to be studied in order to effectively protect native industry development.According to the international convention (take dumping and anti-dumping as example), that anti-dumping tax is levied based on the dumping degree probably doesn't reflect the actual industrial injury's degree of native industry, which possibly can be bigger than the actual one. Therefore suggestion by WTO anti-dumping agreement indicates that the levies of anti-dumping tax should be based on industrial injury's degree as far as possible, which how on the one hand relates to weighing suffers from industrial injury fairly as compensation (for example anti-dumping tax to levy),to ensure provide for native industry a fairly competitive environment; On the other hand, under the condition of suffering industrial injury , industrial injury's degree evaluation can seek the balance between the protection of native industry and the public interests. Therefore, industrial injury's degree evaluation is very important.This article draws up from the definition and concepts of industrial injury, based on the present situation of China industrial injury's degree evaluation, researches on industrial injury's degree from three factors: the validity of industrial injury evaluation index, the validity of industrial injury evaluation method and the validity of the method of elimination of relevant indexes in industrial injury's degree evaluation. Thus, the author concludes:Firstly, China should put industrial injury'degree into consideration of the levies of anti-dumping tax, instead of using the dumping degree as the only judgment ; Secondly, this article puts forward Six Sigma system to analyze industrial injury index, research on applying condition of industrial injury evaluation method ,which help to effectively solute some difficulty in practice.
