Research On The Problems And Countermeasures Of Shenzhen Injury Insurance Preventive Mechanism

As one of the first cities to implement the industrial injury insurance,Shenzhen has experienced three decades of rapid economic development.It attracts a large number of migrant workers every year,but it also brings the employment risk at the same time.For many years,there have been some big problems the Shenzhen Social Insurance Fund Management Departments need to solve at once.They are the higher accident rate,the large number of industrial injury and the steady increasing payment for the treatment of industrial injury insurance.As the important content of industrial injury insurance system,industrial injury prevention can avoid and reduce the occurrence of industrial injury accident and occupational disease,guarantee the worker's life safety effectively,reduce the economic loss and promote the stable development of the enterprise and our society.There are many complicated problems in the Shenzhen Industrial Injury Prevention Management System nowadays.From the actual situation of Shenzhen,the author used the literature analysis,comparative study method,qualitative study,the interviews and other research methods to study and deeply analysis the present situation and existing problems of the Shenzhen Industrial Injury Prevention Management System,combining the development history of Industrial Injury Insurance and related concepts.The study shows that there are seven following problems.Firstly,the legislation pays less attention to it and supplies the imperfect supporting conditions.Secondly,the body of the industrial injury prevention is not clear and the presence of functions and powers is overlapped.Thirdly,there is a lack of professional organizers of Industrial Injury Prevention.Fourthly,the management of the enterprises is backward.Fifthly,the management of the information system is backward.Sixthly,the propaganda work is not so active.Lastly,the recovery system of industrial injury is imperfect.The author has raised seven solutions to perfect the Shenzhen Industrial Injury Prevention Management System on this basis.First of all,the legislation should perfect the laws and regulations.Next,to clarify responsibilities of the regulation and strengthenthe system of joint conference for many units.Then,to reform the floating rate of industrial injury insurance deeply.What's more,to light up the enthusiasm of the enterprises,the staff and ordinary people for participating the Industrial Injury Prevention.Moreover,to strengthen the industrial injury prevention propaganda.More importantly,to pay more attention to the early intervention of rehabilitation.Lastly,to set up a big data information system of Industrial Injury Prevention.The author hopes these solutions can reduce the industrial injury accident rate of Shenzhen effectively.It can help to protect the right of life and health of the workers and eventually realize the sustainable development of the fund of industrial injury insurance in Shenzhen.
