Corporate competitiveness has become a key factor to its development in the 21st century, the information era. For the domestic real estate business enterprises, market competition which is more and more furious makes them aware that purchasing management which used to be ignored can also be an important instrument to compete. With more and more understanding of SCM idea, enterprises have found that purchasing also have value added ability. Purchasing as an indispensable part of SC, infiltrates all the processes of supply chain. Efficient management to purchasing not only help enterprises reduce their cost and enhance competitive edge, but also have a leverage to creating new competitive strength in integrating and harmonizing all kinds of actions in SC. A Purchasing Management Information System (PMIS) can be established to get the overall corporate PMIS sensitive to information, reasonable in management, and correct in decision making, and to enhance the level of purchasing comprehensive management ensuring the enterprises'advantage in a rapidly changing market.The company named Z, was established in 2003 as a professional purchase bidding company of L group. Z has professional project builders and bidding personnels, and presently it is mostly engaged in agent business about real estate project bidding. In order to improve the core competitive ability of L group, Z company has carried on the establishment of management information system (PMIS). As an senior executive manager, the writer has participated the founding work of PMIS. The article is to apply the knowledge of corporation management and information management to analyze the company's construction of PMIS. The thesis has six chapters. Chapter 1 is preface. First part is to introduce what purchase management is. Second part is to present the background, the purpose and meaning of PMIS at the real estate corporation. Chapter 2 shows current situation of purchase management of Z company analyzing present process of purchase management and researching current problems. Chapter 3 introduces plans of PMIS. System plan methods will be used to design PMIS and reengineers original work process, on which the framework of the construction of PMIS will be give out. Chapter 4 presents implementation of PMIS with a whole implementation plan of information system project. Chapter 5 summarizes the practice of PMIS project and analyzes the results.This article analyses the current situation of Z's purchasing management, and points out its problems existing in business process and organization layout. In order to solve these problems, by using the ERP and supplies chain management concept as guidance and the business system planning method as a tool, the author proposes a new PMIS as a target for Z. In his proposal, he reorganizes the supplies process, plans the overall structure for the new PMIS, defines its subsystem's function, and gives a brief demonstration to the way to developing way of PMIS and the effects the organization has on the implementation of PMIS, and implements management by projects during implementation of the system.
