The Process Of Urbanization In The Urban Fringe Management Research

Along with the deepening of reform and opening to the outside world and the healthy fast development of economy, the course of urbanization in our country speeds up and the quality of it increases day by day. Yet under the influence of many historical and realistic factors, the process of urbanization also gives rise to many social problems that should pay special attention to. Among those problems, rural-urban continuum is an inevitable research project not only because of its special transitional position between the countryside and city, but also its attachment to seek the experience of constructing socialist new countryside and the perfection of city facilities. So the research on this problem has great theoretic as well as realistic meanings.From the current fact we can see that the rural-urban continuum in our country has many problems that contrast a lot with modern cities, such as dirtiness, disorder and the centralization of social contradictions. In order to reveal the deep level origin of the problems between rural-urban continuum and city development, on the basic of summarizing the existing problems, this thesis will analyses the problems from four perspectives including social management, economic management, program management and local level management rules. And from the historical culture, social economy and management review of the origin of the problems, combining with logical reasoning and case study, the thesis will come to a preliminary conclusion that the origin of the problems lies in the absence of government management and the imperfection of system. So to further perfect the management of rural-urban continuum, we should find causes from problems and discover solutions from controlling elements. Only in such a way can we solve the problems, break through the current plight, and finally make the melting of rural-urban continuum and city civilization come in to being.With this awareness, this thesis will rely on the basic theory of city construction and the management of rural-urban continuum and put its emphasis on government management. Through the comparison of the same process in Guangzhou, Zhuhai, Shenzhen, Xi'an and so on, the compact of different ways of management and the summary of beneficial experiences and drawbacks, this thesis will come to the conclusion that the basic method to improve the management of rural-urban continuum lies in the work of the government. The government should: change its management view through the guide of scientific development view; perfect its management tools through attaching importance to actual efficiency; deepen its management methods for the reason of enhancing service; reform its management system with the principle of providing convenience for the people. And through the comprehensive effect of the above mentioned aspects, the management efficiency of rural-urban continuum will finally be improved wholly.
