Both opportunities and challenges are in the new period of China’s urbanization process. The further development of reform will push urbanization construction to a new level and create a good environment for the development of urbanization. In fact, Chinese urbanization still stays at a lower level that majority of the whole population are not urban residence, which called’half-urbanization’. Meanwhile, a lot of issues like the urban-rural dual structure, imbalanced development between urban and rural areas and serious environment pollution, are the major obstacles for integration of urban and rural development. Therefore, some real effective methods for solving above issues are urgently required.This article will obey the concept of scientific development, clarify the important meaning of urbanization, combine some examples and experiences of current urbanization construction, analysis the factors of hindering urbanization, try to summarize some feasible methods for urbanization healthy development, achieve’human-centered’urbanization and construct the higher level new towns.For the project’s structure, there are four main parts. It will begin with the theoretical background of Chinese urbanization, including the meaning and features of’new urbanization’and history of the urbanization development, which are the theoretical foundation for whole project. In chapter 2, it will analysis the strategic significance of the new healthy development of urbanization and formulate ambitious targets for it. The following chapter 3 mainly describes some disharmonious factors during the development, such as urban-rural dual structure, imbalanced development between urban and rural areas and the limitation of resources and environment. In order to solve these issues, the last chapter 4 will provide corresponding solutions and suggestions, including eliminate urban-rural dual structure, boost balanced allocation of public resources to comprehensively deepen reform of rural institutional mechanisms, construct the integration of urban and rural with a sustainable path, based on which to build new urbanization for China.
