The quality of construction projects of our country has obviously improved and made great achievements since the construction supervision system was put into practice. However, the role of construction supervision enterprises hasn't performed very well. The purposes and functions of the construction supervision system have been attained completely. Some problems, such as low economic efficiency, commercial corruption, etc. are still very common. The main reasons for such problems are that, under today' situation of market economy, the management mode of construction projects invested by the government is still following the old management mode—"self-construction system", a trinity of self-investment, self-construction and self-use, which was popularized in the time of planned economy. This old mode obviously violates the economic law of market economy.After the entrance into WTO of China, the transition period committed by Chinese government has terminated, with the coming into Chinese market of foreign construction companies, construction project management companies with advanced technology, huge economic strength and profound management experiences, Chinese construction companies and construction supervision enterprises are facing more and more serious challenges. In order to coordinate with international conventions and practices, to raise the competitiveness of our construction industry, to consolidate the status as a pillar industry, the out-dated management system of construction industry must be reformed completely. Therefore, our central government requires that all construction projects invested by governments at all levels adopt "construction agent system". The essence of using "construction agent system" is to carry out restrict contract system, to practice scientific project management in the field of construction industry.This thesis compares the traditional "self-construction system" and modern "construction agent system", analyzes their merits and demerits from the perspective of relationships among contract parties. The author also pointed out the difference between "the project owners of governments" and "construction agent enterprises", and furthermore, mainly discussed the differences of service scope, responsibilities and functions of construction supervision enterprises and the development directions. Thesis also studied the experiences of foreign "construction agent system" and explored the current situation and problems of our construction supervision enterprises based on related theories of project management and summarize the experiences of experimental units of "construction agent system".
