The document, the decision concerning investment system reform passed by the State Department in 2004.7.16, formally requested "in order to strengthen public project management and to improvement its management mode... construction agent system reform should be promoted quickly." On the of foundation of existing research result of construction agent system, this thesis gives the frame and its main contents about enterprise construction agent system from the angle of control-encouragement mechanism, and also gives the suggestions to put forward the construction agent system reform.In the first chapter, this thesis mainly introduces the underground of this thesis, the process of development on the study in home and abroad, the aim , contents, meanings and main study steps of this study.In the second chapter, this thesis reviews the reform process of Chinese public project management mode, the disadvantages of traditional public project management mode; the process of construction agent system was set up.In the third chapter, this thesis analysis the public project management mode in the United States, England, Germany and Hong Kong etc and their respectively special features, and revelations to China.In the forth chapter, this thesis studies, comparison, analysis, summaries the construction agent system reform in many parts of China, and points out that the enterprise construction agent system is the direction of Chinese construction agent system reform.In the fifth chapter, this thesis firstly analysis the theories foundation of construction agent system reform, the double layer and many relations in entrust-act and the mathematics model of enterprise construction agent system, then gives the frame and its main contents about enterprise construction agent system from the angle of control-encouragement mechanism. This is the core contents of this thesis.In the sixth chapter, this thesis firstly points the advantages of enterprise construction agent system by comparing it with other construction agent system, and summaries the innovations and further research directions.In the seventh chapter, this thesis points that the enterprise construction agent system has a bright future. Finally, this thesis gives the suggestions to make the enterprise construction agent system perfect.
