The Research On Evaluation And Selection Of The Agent Construction Enterprise In Public Project

The Agent Construction Institution is a new engineering project management mode which emerged in resent years. Based on the bidding, the client chooses the professional agent construction enterprise, then the professional agent construction enterprise controls the investment, quality and time of the project strictly. When completed, the project is handed over to the client.In agent construction institution, the client entrusts the project to agent construction enterprise, both parties sign on the agent construction contract. As the agent owner, the agent construction enterprise manages the project, and his management ability is one of the key determining factors which lead the project to successed. Practice proves that, in this institution, how to evaluate and how to choose the agent construction enterprise is very important to the whole engineering project management process, it is the most efficient way of reducing the client's risk.Based on reading a lot of related documents home and abroad, this paper analyzes the risk in agent construction project, puts forward the methods for risk controlling method, and establishes the evaluating index system of agent construction enterprise. The weight of every index can be calculated out by adopting Analytic Hierarchy Process method. Using Grey Associated Analysis method, we can select the best agent construction enterprise. In the end of this paper, we analyze the dredging project of sub channel in Zhongchua Longxue ship building base.Through the research on evaluation and selection of the agent construction enterprise, we concluded that some indexes play more important positions in the index system, such as'project management organization and staffing','the experience of similar projects','the procedure and measures which will be taken to control the three project target and the coordinate effect',and'the enterprise's quality'.When chosing the agent construction enterprise, the client should pay more attention on all of these indexes.So,The results of this study could be a reference to the engineering project client when they are chosing the agent construction enterprise.
