Residents' Personal Income Gap In China And Countermeasures

The problem of the enlarging gap increasingly of Chinese people's income has been the one of the most important focus of China society and economy's daily life, it has been also touched the all aspects of economy. The gap of Chinese people's income has gone through the egalitarianism to being enlarging. Without question, from the egalitarianism mess to the distribution principle of "efficiency is first and give attentions to the justice". It's inevitable and beneficial to appropriately enlarge the income gap. Whereas, if the gap is too large ,and go beyond the endurance of people, it will not only destroy the well-balanced proportion of the society reproduction, contuse the enthusiasm of the labourer and effect the sustaining steady development of the national economy, but also vacillate socialism faith and breach the society's stability and unity. The gap in wealth is not only a important economic problem but also a bigness politics issue. Being in the course of the constructing socialism with Chinese characteristics , we must pay more attention to the preventability of the wide gap of wealth.At present, it is in fact that our resident's income gap has been greater and greated. As a whole, it's receivable of the gap of the resident income. It's not reaching the degree of the two-stage differentiation, but the positive effect is becoming standing out. In this paper, the author analysis the reason of the phenomena based on the fact of resident income gap, and points out the corresponding policy suggestion.The Gini factor of Chinese resident between city and countryside, between area , between industry , between the stratum has been presented the obviously extended current, and reached the higher level. The theory boundary has formed three kinds viewpoints in the homeland mainly to income gap current situation judgement: First is China income distribution already appears unfair, two-stage differentiation of the gap in wealth is grave , the resident income gap expands obviously; Second is the resident income gap is in rational range basically; Thirdly the grade-two expanding, only join the income gap not having appeared becomes divided. In this paper, the author makes the comparison our country's resident income gap with the developed country of Europe and America, with the Latin-America country ,with the Asia country, reflecting from another side of our country's situation of the resident income gap is being extending, so we should pay more attention to the wealth gap.The resident income gap expands is partly because of the active and necessary change of the economic growth and system reform, partly because of the nothing order and inactive change of the economic policy's unreasonable. These effect have both negative and positive, including three aspects which brought the infection :the economy, the stabilization of society and the Social psychology burden. The enlarging of the income gap will change effective demand structure , restrict optimization of the economic structure , be harmful for resource to have an effect to deploy , be harmful for the whole nation marketplace unification. The reason of the enlarging of the resident income is including the effect of economy development and growth, system distemperedness, System factor and economy policy. The author gives the ways of the problems , including , economic growth, adjusting primary distribution order , strengthened redistribution domain adjustment function, dealing with fair and the efficiency relations, breaking the monopoly , eliminating not right competes, strengthening the legislative work, attacking the illicit income, transforming the fair idea to enhance the people to the income disparity psychology bearing capacity, planning the region and the city and countryside economy development.Reducing the income disparity to be advantageous to the market economy smooth development also favor the social stability, favor harmonious social the development.
