In the times of knowledge economy, Human resource has been themost important resource during the development of economy and society.As the basis of human resource management, talent assessment, which isplaying a more and more essential role in the new century, is facingbroader development.The professional manager is more and more important in oureconomical construction, but it doesn't be well as the lack of regimen, especially lake of valuation appraisal and recognition. At the base ofanalysis of The professional manager in china, the paper does research onthe assessment system of professional manager, using the theories ofpsychology, management, behavior science, etc and constructing theassessment system of professional manager with the technology ofcombination of theory and practice, quantification and description, individual to general. The paper includes the following: defining theprofessional manager on the base of external and internal research; constructing the indexes system using the method of title-expressed jobanalysis from individual to general; constructing the technique system byselecting the techniques according the indexes; constructing the assessingmodel on formula of fuzzy and compositive judge to analyze the result, and discussing the problems on the assessing procedure, the validity, thereliability, the error and so on.The modern talent assessment is on the stage of using andintroduction, which need not only theories reinforced and practice butalso the hard work of the nation, the society, the enterprise and theindividual in order to contribute more in the nation economicconstruction.
