At present, China’s maritime industry has entered a stage of rapid progress and significant promotion, showing new trends and characteristics of development. In order to better achieve sound and rapid development of maritime industry, we must strengthen the competency evaluation study of China’s maritime personnel, accurately assess their working status and specific performance. Establishing an objective, scientific and comprehensive competency evaluation system of professional maritime personnel provides effective means to facilitate the competency evaluation, and fully brings out their professional skills, inspiring their enthusiasm and creativity, ultimately forming a talent management situation of putting the right personnel to the best use.Based on in-depth elaboration of origin, concept, content and meaning of competency, the author takes competency evaluation of maritime personnel from foreign countries like England, America and Japan as examples, analyze the current situation of China’s evaluation system with national actual maritime systems, searching for the experience and methods we can learn from, as well as pointing out the development trends and gaps exiting between our nation and other advanced countries.By hierarchical analysis method and fuzzy comprehensive evaluation method, according to the special attributes lying in maritime personnel, this article determines the structure, index share and index weights of competency evaluation system of maritime personnel. Four first class indicators of "professional ethics, operational capability, knowledge and ability, physical and mental qualities", as well as index system’s framework design of 19 second class indicators are established. Through using a combination of qualitative and quantitative methods, quantitatively reflecting the qualitative index and putting the evaluation results in the same numerical interval, the appraisal outcomes will be finalized. This system involves theory exploration of indicators, quantities, processes, methods and other aspects in competence evaluation of maritime personnel, making the evaluation more scientific, fair, objective, and enforceable.Hope that through discussion of this article, by the competency evaluation system many problems can be solved which prevailing among current assessment such as paying attention only to explicit knowledge and skills of staff but ignoring their inherent abilities and characteristics, meanwhile theoretical basis is provided for investigating post suitability of maritime system, also a brand new perspective and methods are raised for theoretical research.
